Business Standard, December 25, 2014

A day after Parliament was prorogued by the President, the Bharatiya Janata Party (BJP)-led government approved ordinances on the insurance amendment Bill and the coal Bill, which could not be cleared due to the logjam in the upper house of Parliament. This has peeved the Congress. Responding to the clearances of the ordinances, party spokesperson Shakeel Ahmed said, “We are technically against the Ordinance Raj. This (BJP) government believes in subverting established institutions.” In its second stint alone (2009-14), the United Progressive Alliance had approved as many as 26 ordinances and re-promulgated several others such as the Medical Council Amendment Ordinance, which was re-promulgated four times.
